The National Council for Technical and Vocational Education and Training (NACTVET) through the NACTVET Act, Cap., 129 is mandated to ensure among other things that technical and vocational education and training offered by non-university tertiary education institutions are of requisite standards. Section 11 of the Act empowers the Council to approve curricula and ensure that no curriculum is validated until it meets the standards set by the Council. Curricula developed by individuals or institutions are validated by NACTVET not only to address the needs of the society by graduating people who are skilled, competent and knowledgeable but also to meet the demands of the country’s social and economic development. Conducting a situation analysis is a prerequisite condition for any individual or institution developing a CBET curriculum. It is done to identify the current and future needs of the target market and profession; and assess and establish human and physical resources needed for effective teaching and learning. NACTVET has also defined and established a range of National Technical Awards (NTA) to be conferred to various fields of technical and vocational education and training. These awards are competence-based and designed to testify that the holders possess the requisite skills and knowledge necessary to flexibly apply competences in the relevant occupational sectors. The enabling tasks and environment for one to realize the outcomes specified for a particular NTA level are provided through Competence Based Education and Training (CBET) curriculum. Hence, every technical and vocational education and training institution adopting the NTA system must have in place a Competence/outcomes based curriculum.
